Diversey Europe Hosts Webinar on the Marketing and Use of Explosives Precursors Ahead of the Introduction of Regulation (EU) 2019/1148

Utrecht, The Netherlands: Regulation (EU) 2019/1148 was published in July 2019 following investigations into the Paris and Brussels terrorist attacks which concluded that chemicals are too easily available for the illicit manufacture of explosives. Stricter restrictions and controls have been accepted by EU member states which include harmonized enforcement across Europe; a reduction of licenses for members of the general public; improved theft prevention requirements and mandatory verification of legitimate use prior to sale and supply.

Products that contain a defined concentration of chemicals such as hydrogen peroxide, nitric acid or sulphuric acid require to be regulated as explosives precursors. Several Diversey products fall into this category. As a result, customers in receipt of those products will be required to submit a Verification of Use Statement before goods can be shipped. 

Diversey’s business units across Europe are finalising their preparations to ensure compliance with the regulation which comes into effect in February 2021. To that end, Diversey Europe invites users of its products which are affected to attend an informational webinar so that each party can better understand their responsibilities. The webinar event is free to attend but places are limited. A recording of the session will be made available following the live event. 

Direct communications will be issued to affected customers at the country level outlining the new requirements.
